I would geuss it's a silencer for the tank. Looks like percussion chambers on the sides to absorb the sound. I can't see that increasing the distance of the projectile.

Looks like some type of simulation device for training. The tracked vehicle is a self-propelled M109 Howitzer.

I know up here for training in arty and armour they just use blank test shells,but it may be different in the states

Kindda useless considering most modern armies use artillery radar which can locate source of any shell.....
