250/250 should work. But as said, it's almost pointless at 10 weeks. It's best run 12-16 weeks.
Also dbol is better as a kickstart instead of a finisher.

Test + deca is pretty much the gold standard for increasing size and strength. It's a classic 'bulking cycle'. Your test dosage is really low. I like a dosage of 500mg/week for testosterone + 300mg/week for deca. Running the testosterone higher then the deca will prevent libido side effects.
The main problem is that both deca and test are known to cause a lot of water retention if you aren't using the proper support supplements with your cycle.
Remember to include the proper support supplements with your cycle:
1. An AI to keep estrogen in the low-normal range. Aromasin at 10mg EOD or liquidex AI from n2bm.com works.
2. An anti-prolactin drug to keep prolactin in the low-normal range. Cabergoline at 0.25mg EOD is a good dosage.
The support supplements are very important because high estrogen and prolactin levels can lead to side effects like gyno and water retention.
Here is how I would run your cycle:
Weeks 1 - 14 <- It's best to do long and mild cycles with deca because it has such a long ester
testosterone e/cyp 500mg/week
deca 300mg/week
aromasin 12.5mg every other day OR liquidex AI from n2b.com (follow the directions on the bottle)
cabergoline 0.25mg every other day
After your cycle run the perfect PCT protocol: http://www.evolutionary.org/the-perfect-post-cycle-therapy-pct/
^You need a much better PCT then just nolvadex. That is no where near sufficient for a PCT. Your natural testosterone production won't recover and you won't keep all the gains you made on your steroid cycle. Run the perfect PCT protocol after your cycle and you have nothing to worry about.

both these are long esters. why not swap in test E and NPP instead if you only want to go 10 weeks?
also you need to run your AI on cycle, not wait till pct. you want to become a bloated fish for 10 weeks? and nolva should never be used with a nandrolone, yes it is true you can cause problems, i have seen it lots of times. use clomid as your SERM, and you also need to add a T booster in that PCT or you will feel like shit

I would run sust at 500mg per week personally and deca at 300mg. You will want to go to around 14 weeks though since they are long esters. I would not use nolva in your PCT though since you are running deca.
Sure! Sustanon is the same testosterone, so the same rules apply with it.
You really need to make the cycle longer, since both compounds are very slow acting, and I would increase sustanon dosage to 500 mgs, since 250 mgs won't give you much of an effect.
1) 500 mg each
2) 12 weeks at least
3) horrible pct dear god, you need to have clomid, nolva and test booster the very least
4) where are your anti-estrogens and anti-prolactins in the cycle?
