Not necessarily... it is grammatically correct to assume that the gender of the subject is male when it is unknown or when it consists of both.

i.e. Mankind instead of Humankind (which sounds stupid... lol... humankind) or "When someone falls off a building, he is fucked." It could very well be a she, but to be grammatically correct we say "he."

Not really. Although the stat about their children is pretty shocking, I think you'll find that a good many of the men making on Capitol Hill have actually served in the military themselves. So while they don't have kids out there, they do know what it's like to be out there serving your country.

If you read what I wrote, I said although no Congressmen have children serving, I would be willing to bet that a good portion of Congressmen have served THEMSELVES either in Vietnam or Korea or WWII.
