sterile usp water

hey guys
i had some left over sterile water usp (not bacteriostatic) water from the last hgh cycle that was in the fridge the entire time. i used it to reconstitute a few new vials from my new batch.
it wasnt cloudy so i figured it was good. when i injected the first 3iu it was fine until the next day i have a 1" diameter red circle at the injection site. its a little tender. the second site has the same red circle the following day. i dont recall this being normal. i have read that the benzo alc. in bacteriostatic water can produce this result but not from sterile water.

1. do you think the water went bad even though it was refrigerated?
2. could hte air you inject to pull water out some how infect the water?
3.do you think adding bacteriostatic water to the vials i have already constituted will kill any bacteria if there is any? id rather not throw away the vials if i can save it.

i found the manufactures website that produces the water and the data sheet said it is no good after 4 hours of puncturing. i think they were refering to the IV bags not the 20ml bottles with stopper, but i am not sure. thanks for any feedback.
