Starchy Carbs

Can someone please explain what a "starchy" carb is? I understand the glycemic index and stuff, but never read anywhere how to identify a starchy carbohydrate.
 
Normally, most ot the carbs that taste nice...

anything that has starch in it (cereals, potatoes, yams, etc)

Ok, so brown rice and whole grain pasta are my 2 main sources of carbs. so if i want to go with startch free carbs for a day or 2, what should I eat, green veggies? What else?

You don't actually HAVE to be starch-free. There is a time and a place for all foods.

Normal Carb staples are:

Oats
Dairy Products (Lactose is a sugar, hence a carb)
Brown Rice
Fruits (though I don't eat them)
Green veggies... everything that is green is good, basically it is very filling (those are fibrous carbs)

Starchy and fibrous carbs are both complex carbs, which should amount to about 2/3 of your daily carb intake. the rest 30% simple carbs) should go straight to your PWO.

PWO? a whole 1/3 of my daily carbs should be consumed directly after my workout?!!!

As Pintoca said, basically most of your carbs should be fibrous and starchy and simple carbs should be consumed immediately after your workout. However, if you are bulking, it is beneficial to have some simple carbs combined with starchy carbs at breakfast (dairy, fruit).

Also, if you are cutting and MUST have simple carbs, breakfast is the time to be eating them in small amounts. Okay, so I'm getting a bit off track here.... ;)
