No. I'd like to see the article.. My first assumption is that the author is ill-informed.
L-C facilitates fatty acid oxidation in cells to produce energy; it does not cause fat cells to release fatty acids into the blood(lipolosis) as epinephrine would.
When you reduce your cals and diet, your fat cells don't suddenly become metabolic tyrants and auto-oxidize internal fat stores..
What really happens is that the fatty acids stored in the fat cells are released into the blood, where they can be used by cells with higher energy demand such as muscle cells. Muscle cells require much more energy than fat cells...
