Bush can be forgiven for being a less than perfect speaker, that is not his main function and he was duly elected for being a leader, not a spokesman.
The White House spokesman should IMO, be not only articulate, but witty, able to think on his/her feet, able to agressively and soundly defend the administration's policies and be easy on the eyes.
Scottie was none of the above. He should never have been hired. I'd like to see Monica Crowley get that job, she'd be PERFECT.
