Well, I had to come back to this thread just for the pics of the BEAUTIFUL Shining Star! But as for your last post, Star (and previous that I caught up on), he might just want to consider about 6 weeks of winstrol at 50-100mg ed. It acts fast so this should be plenty of time to get good results. I would suggest the 50mg tabs, you get more for the money with these, but it's still going to run a little more than $200 if he goes for 100mg ed. He and you (break my heart!) would be pleased with the results though!
Well, what it sounds like is that he wants one drug, no stacking, minimal sides, no water retention, and cheap.

primo: too expensive
oxandrolone: too expensive
winny: probably too expensive, but a possibility
fina: too impractical... i.e. he would have to make it himself, take it at least eod, and should really stack it with test
eq: cheap, effective, no water, minimal sides, no results for 4-5 weeks...this might be an option
test: no, too much possibility for sides, water, etc.
deca: water retention, and fairly expensive
anadrol: are you kidding me? Water water everywhere!

Basically, it sounds like what he wants is what most people refer to as 'cutting drugs'. It seems to me that depending on $, he could go with either injectible or oral. Sure, oral is going to be easier on his body, but he could do a 6 week winny cycle.
Or he could do an 8-10 week eq cycle.
I would say either do winny at 50mg/day for 6 weeks or eq at 400/mg week for 8-10 weeks. The eq will be cheaper and fits all of his criteria. You could spend less than $200 for the ttokkyo eq and have enough for this cycle. And with eq, it would be one inject/week.
Do some searches and read up on eq, or tell him to. It's his body he should put some effort into finding out a little about this.

If the question is oral or injectible for the first cycle, with only one drug, the answer is whichever one you want.
It won't matter. Like I said above, running winny at that dose, you could even run it for 12 weeks, and there won't be too much risk. Although from what you are saying, I would just recommend a 6 weeker, 8 if gets to week 6 and doesn't want to stop.
