When your address is flagged, they enter it into a database (one of which is known as TECHS II) that will return all known addresses for that individual along with TONS of other personal information.

This is correct. They cannot just arbitrarily "search" ALL of their packages. Private carriers can, however, open a package if there is a spill, leak, breakage, etc. Obviously, proof that there was NOT such a leak may be difficult to prove so this kind of shipping is not as protected as USPS.

So basically, once your name is flagged by Customs the first time, you are fucked, unless you use CURRENT RESIDENT or BOXHOLDER for the P.O. Box, or just get a fake ID (note: by answering this question I am fully aware that you are in no, way shape or form condoning or suggesting the use of fake identifcation for any purposes whatsoever).
 
Also, you said that Customs flags all KNOWN ADDRESSES for that person. So if I get a new P.O. Box address, and then have packages shipped to BOXHOLDER or CURRENT RESIDENT at a new P.O. Box that Customs doesn't know about, then could I escape their clutches?

You are the exception rather than the rule. Also it is possible that your package was seized for reasons other than that it contained AAS.
