I have seen yet another package, not mine of course, that had a big sticker with this stamped on it, this is the second Ive seen. Anyone know anything about this?

my bad. It was priority usps, delivery confirmation.

Porbably just means that the tracking number was scanned into the computers...so you could track it. Doesn't it say "you item was scanned on (whatever date) at (whatever facility)" when you check it online?

delivery confirmation does NOT need to be scanned when usps receives it, its only function is to determine if a package was delivered, hence the name "delivery confirmation". However some postal workers will scan the item when received so that when you use the confirm/track service it will show you the item was accepted by the PO. Perhaps that stamp is just letting you know the item was scanned upon receipt at PO.

its just strange because this is only the second one Ive seen yet I have seen many other 'delivery confirmation' packages without it.

It's a reminder for the postal carrier that delivers the package to scan it.

Here's how DELCON works.

Normally, they are scanned at the receiving office when the packages are sorted.

The delivering postal carrier has a small hand held device that is used to scan the package when it is either delivered, attempted delivery, refused, etc.

When the carrier returns to the post office, they place this scanner in a cradle and the info is downloaded off of it.

This info is then compared with the information that post office has for each carrier. They are given a score (0-100%) based on how many packages were scanned correctly.

Some carriers grew up in the 60's and have a little problem with the brain cells not holding hands all the time.

Therefore, they use these "SCAN" or "SCAN ME" stickers (normally bright orange) to remind the delivering carrier to scan the package and enter the appropriate info in to the scanning device.
