For me they seem to work about the same. However with barbell rows as I get tired I have a tendancy to raise my back which means bar gets pulled in lower on my chest, with the T-bar (ie pivot/lever) rows, even if you start to straighten the bar is in a fixed arc so while it does seem to come to chest a tad lower, not quite as low as the barbell. I switch between them myself.
 
Well, low chest, below pecks but above abs.

I invariable do end up doing that the last couple reps of a set as I get tired :)
