do the raw materials for any type of steroid fall under the same shedule of class III type drugs? or is it different since its not in an ingestible/injectible form?

AAS are defined in the United States Code, under Title 21, Section 802 (41)(A) as any drug or hormonal substance which is chemically and phrmacologically related to testosterone that promotes muscle growth. The statue then identifies a litany of compounds from boldenone to trenbolone as well as any salt, ester or isomer of those compounds if it also promotes muscle growth. Therefore, the statute does not make any distinction between availability for human administration and that which is not. The only exception being cattle implants which remain in the implant form and are not altered for human use.

RW is right. An interesting related issue is how raw powders might be measured (quantified) for punishment under the U.S. Sentencing Guidelines, which only address tablets and liquids. The issue awaits resolution in a future case.
