RAM, Cache flush with Windows XP

Every now and then, the clipboard and copy/paste memory get full on my PC (can't copy to clip board or copy and paste links, text, etc...). How do I flush memory/RAM with out rebooting?

I tried it but it says "establishing connection" ath the bottom left (establishign connectione to what?) and the cursor just flickers inside the utility, can't select anything.
 
The command CLIPBRD relies on the NetDDE service in Windows XP. If it's trying to connect, its probably trying to start that service and failing.
