Im new and I know this sounds dumb but lets say you work your biceps. If you dont feel "soar" then next day does that mean you didnt work them enough. If you dont feel anything will they still get bigger?

No, its not an indication that you've made any progress- I take glutamine and rarely feel sore, yet my lifts improve.
as far as getting bigger- i lift for strength, not size, as do most powerlifters.
