Question about tren kit

I've done several conversions and the watman filter has always come sealed in a little bag with the kit. This time I received a kit with the watman filter just laying in the box. Is it still ok to use or should I order another filter that's sealed?

They say the BA solution takes care of all problems. I made some up a while ago with an unsealed filter and I have had no probs.
