question about powder conversion

I am about to convert some masteron powder. I got my kit from universalkits.com. The instructions say to add the powder to the vial, then add the benzyl alcohol to the vial and then at the oil. The only vial that I can see that I would be capable of adding powder into is the one that has the benzyl alcohol, but there is not enough room in the vial for the oil also. Am I suppose to add the powder to the vial that has the Benzyl alcohol and then draw the benzyl alcohol and powder in a syringe and shoot it into the vial that has the oil? Any help would be appreciated
