question about empty caps?!?!

I have some "stuff" that I wanna cap but I don't have any caps, is it really a MUST to put the "stuff" into caps or can I just get the right amount using my scales and then putting that into a zig-zag as I would if I were taking a bomb of speed or coke?!?!?
