How can I can I know if I have the .NET Framework on my PC?

Look in Add/Remove Programs and see if it's there.

Also, if you go to Windows Update, if you don't have it, it'll show up as one of the available upgrades.

I feel your pain. It's a POS but more and more things like Norton Ghost won't run without it.

I wan ted to download an image uploader to upload in batch to some photo hosting site
It's a few hundreds kilos application and I need to install 50MB of shitty framework full of security holes
