any pure powder can. Although I'm not quite sure what they suspend winny in??? Its damn sure not oil and i don't think its Bacteriostatic water or at least its not just bacteriostatic water.

You could use either water or oil. Most brand name winny depots are water.

During my internship a lot of paramedics practiced giving sub-q and IM injections using purified water (small amounts). If I recall correctly it was bateriostatic (saline) water. I would GUESS this would work since the body is primarily composed of water and most quality winnies are water based injections.
