Pull Overs Questions

I do them last on chest day. Are they really hitting the chest?

Next day my triceps are killing me from them. Looking at the mechanics of the pullover it looks like triceps, then shoulders, and the chest for final support. Is this really a chest exercise?

Another question on this exercise. I use a 120 on my final set (heavy for me and probably not for many). I let the dumbbell almost touch the floor and get a good stretch. Then pull it up with my elbows locked to my mid chest level. Is this the best way to do these?

I have seen guys lying across the bench while doing them. I lay ON the bench when doing them.

I'm a big proponent of pullovers. I also lay ON the bench.
After you complete your pullovers, finish off the set by pressing the DB. I makes my chest feel like it's gonna explode like an overripe tomato. I think the pullovers have helped the long head of my tri's too.

They work for me, hope you give it a try
 
Keep your elbows out of the movement, I keep mine slightly bent throught. That's probably why you feel your triceps you really have to have that muscle/mind connection especially with this movement.
