Program to resize photos?

I apologize in advance if I'm posting this in the wrong spot...

Some pictures are too big to put in the avatar (and just to large of a file in general). How do I make them smaller? I see a 'cropping' option, but not one that actually reduces the original size.

Is there a free site or program I can download that does this?

PSP is only a trial though. It expires in 30 days. I use Photoshop, but that isn't free. I have used it for so long I'm not sure what kind of free apps are out there for that.

Try LUVPro if all you want to do is crop. It was free about 8 years ago, I dunno about now.

I'm able to crop photos. I'm just not able to reduce the actual size of the orginal. Even when I crop them, at a 100%, they take up the whole screen!

I found this program called "Microsoft Picture It" on my computer. It works pretty well at making avatars.
