Profile Picture?

My ability to edit my profile picture seems to have vanished. I went to change pictures this morning, and the option isn't even there anymore.

Attached is the list of options in my UserCP, and the same thing on another board, showing the missing option:

i did have some of my kids but I was reminded that there were pervs and stuff around and it was suggestted that i take them out

If there are any non-plats left, would one of you please look in your UserCP and see if you still have the option to change your Profile Picture? A moderator who has been attempting to help me with this problem has speculated that the feature may have been removed from the non-plat feature set, but no one is sure.
