I am a bit miffed and hope that someone could help me out with this one. I have a few amps of HCG 5000 i.u. but it appears the amps are dry and there is just powder inside. Should I toss them?

Not regular water, use the bateriostatic water like said above. How much depends on how much you want the concentration to be.
