Hey mods, can't you make the newbie post "sticky" so it stays at the top. That way you guys shouldn't have to burn so many cycles chasing down the people that for some reason either didn't see, couldn't find or didn't follow the basic rules.
Post it as something like
NEWBIE POST: MUST READ and MUST FOLLOW!!!
Put some guidelines in it like: First time you ask openly for a source or post - strike one (written warning) , second time - strike two (suspended for 2 weeks) and third time - strike your out (deactivate from board).
Then you would have something concrete that you could refer to and enforce.
Seems like there is a ton of time and effort spent on the same chore everyday by the mods, the vets and everyone else telling people to "find and read the newbie post". If it was sticky at the top, you wouldn't have a choice but to see it every time you logged on. Just my two cents.........
