If you are using on-line job boards, I would NOT use the submit button. Send a PAPER COPY to the company - make sure all grammar and spelling are checked and double checked, call before you send it to find out WHO it needs to go to, and SPELL IT CORRECTLY!!!
Then follow up with a phone call to confirm the individual received it......ask for a time frame as to when interviews will be set up, etc. ASK if you can call back to check on the progress, and WHEN you should call back. That way they won't get annoyed when you do call back, because they have given you the ok...it keeps YOU in the front of their mind.
DON'T sound desperate, DON'T be demanding about interviews, etc I FREAKING HATE THAT - Don't act like the individual is obliged to interview you simply because you're submitted a resume..
NOW....you have to analyze WHERE things are going wrong. If you are not getting to the interview stage - you resume might need some tweaking. If you are getting to the interview stage, then your interview skills might need some help.
There are SOOOOO many resources you can turn to to get help with either your resume or interview skills; books, web sites, etc etc. Make sure you are genuinely putting effort into the whole process. You need to be proactive!!!! There is just too much competition out there!!!

P.S. Employers in the US are required to show the government how they are attempting to create diversity in their workplace. So, in many cases being a minority gives you an advantage
