Olympics visiting countries where A.S.

Correct me if I am wrong but wasn't it easy to get A.S. over the counter in Spain until the Olympics showed up? Wasn't it easier to get A.S. in Australia until the Olympics showed up? I read on this board that it was OTC in Korea until the Olympics showed up? Does this mean that everytime the Olympics are held in a country where A.S. is OTC then no longer it is going to be OTC in that country or in most cases? I would die if such was the case in Greece.
