Why couldnt school officials or neighbors tell that this was going on???

BOSTON -- Police have removed five children under the age of nine from a home where officers said they were found in filthy conditions without their parents.
Boston police spokesman David Estrada said the children were taken to the hospital Thursday night to be evaluated but none was believed to be seriously harmed.
Estrada said officers responded to an area of the Hyde Park neighborhood after a report of shots fired. He said the noise was fireworks, but during their investigation the officers were directed to the house where they found the children in "deplorable" conditions.
Rich Nangle, spokesman for the Department of Social Services, said the child protection agency is investigating, but had no immediate details late Thursday night.
