Nolvadex quality question!

My dealer is going to sell me nolvadex pills, but he is saying that they are pharmaceutical quality as opposed to underground lab quality so I do not need to take as much.

20mg nolvadex per pill, but he says that they are basically the strength of 40mg.

PCT Option 1 (SERM PCT)
W 13 Nolva 20mg 2x/d
W 14-16 Nolva 20mg/d

Should I trust his word, or should I just dose em as 20mg instead of thinkin of them as 40mg.........

Nova is a crappy choice,there are better things out there,and what do you plan to use it with (cycle wise)
