Need some advice from ya!

I just bught a house last year and have been extrememly pleased. I live with 2 buddies i went to school with who pay me rent and I rent out the basement suit to a friend. The friend in the basement isnt a real good friend but we have a good time partying and what not now and then.
Recentyl buddy in the basement went to work up north on the rigs. He got a place up there with 2 other friends while they work up there. he promised to send his rent here every month and what not. So he has all his stuff here still filling up the basement.
The problem is he hasnt been sending any rent back i talked to him yesterday and he said he is hurting for work and can only give me like 200 in two weeks when he owes me $ 1000, i am pissed but i dont know what to do? i mean he says its gonna pick up in about a month and he could pay me then. But I mean if it doesnt he's gonna owe me even more. i need the money cause i am in university i am poor? Should I kick buddy out? I was thinking maybe reccommend putting his stuff in storage? i dont wanna be a dink but i need the money. i could rent it out to someone that can pay? i mean what do i say or do here? he is a friend.

let him know that you need the money , He promised to send the money and he broke his promise , give him 2 weeks to give you the money(he can get a loan) , if you dont get the money by then, rent the place out to someone else.
