In that case, instead of whey you can have egg whites and instead of casein drink more milk or add cottage cheese. Don't risk your dad throwing away the whey 
As for the bccas, there are just a supplement but it is not compulsory they may cost around 15-25 Usd depending on size and brand. If you cannot buy, don't worry, base for now on solid food.
Regarding your budget a multivitamin/mineral can be bought at a cheap price in a farmacy such as CVS and can last you for many months, some ideas for these are Centrum performance or Pharmaton, but there are also cheap alternatives... just look for one that have a wide spectrum of vitamins and minerals.
