As near as I can recall, "Aqualung" was the name of a character that Anderson observed or created, a derelict old man in an overcoat hanging out in a public park. I think the name comes from the wheezing sounds he made when he breathed.

A "dog end" is a cigarette butt, I think. "You poor old sod" is easy enough, the narrator is addressing the main character.
