It's hard to know the most romantic song in the world when I haven't heard them all. From a musical perspective, the definition of "romantic" has become warped over the years. It originally meant roughly the start of a time when composers started to write for themselves instead of having to write for their employers, and actually became "artists", free to express what they were feeling.
Today "romance" generally means "idealistic love", but that's too biased a term to accurately describe it. It could mean
anything for any one person to the next.
That's what's actually
romantic.
One of the most prominent works widely considered to help introduce the romantic era in music is Beethoven's
Pathetique Sonata no.8. There is a song by Billy Joel that echoes it by the name of
This Night which I consider a throwback to
original romantic expression; like a tribute. So in that way I consider it to be very romantic.
One of my favorite songs that I think is also a romantic one is

But as for playing it at a wedding.... well, maybe if the bride had a dark sense of humor.
