Take your protein with water for sure, and not milk. Milk can be used any other time though, just not PWO. I suppose skim milk is fine. Milk has 12g sugar per serving (8oz).
I pound 45g of waxy maize PWO followed 15 minutes after with 40 grams protein mixed in water.
I think he is a student who has just started training. I know money can be tight when young and in school. Fat free milk is perfectly fine PWO. I have used it in the past when funds were tight and it did the trick. I do agree waxy + BCAA then Whey iso would be ideal, but maybe not for his situation.
