microsoft, just in time debugger?

what does this supposed to do? It seems to have a function but all it does it hold me back from using from sites ....(sites are nothing bad either so it isnt a net nanny or other adult filter program)

make sure "disable script debugging" is checked
and
"display notification on script error" is unchecked
