1 ml is a volumic unit of measure. its the same as 1 cc.

you can have 500 miligrams in one cc or 50mg in one cc.
both measures will appear to be the same as they occupy the same volume. however, the 500mg solution is obvioulsy more dense and thus weights 10 times more.
