[$235] - AMD Thunderbird 1.0Ghz 266FSB CPU
w/ASUS A7V133 Motherboard & Heatsink/Fan
[$Insignificantly Dirt Cheap] - 128-256 megs of ram
[$50-$100] - A case
[$75-$100] - Medium sized hard drive
[$79] - 12x CD recorder
Comes out just a bit under $600, not including the monitor. If you have any of the components I already listed above, you're already in better shape. You don't need a 1ghz machine for the stuff you listed, but I picked that processor cause that was the "slowest" CPU/motherboard combo www.econopc.com had. Find a slower combo and you'll save more bucks.
It's SOOOO easy to build a good computer for a low price these days just as long as you stay away from gateway and dell and all those people.
