Let's say that you order powders, oil, BA, etc and make your own home brew. If for some reason you get busted, do you face additional charges of manufacturing a controlled substance. If so is the penality more severe than if you were captured with premade gear?
 
When you 'convert' that changes it into illegal possession of a controlled substance. You aren't manufacturing anything in the sense making meth from non meth chems.

In canada, don't you have a 90 day law.

As long as neither are manufacturing LARGE quantities and/or giving to friends.

BTW, your question is a a bit circular because you are making a controlled substance from a controlled substance you already have?
 
This is actually an interesting question that Rick and I had discussed when he was writing Legal Muscle. Unfortunately it could be a potential charge in which case the penalties may be far more severe. I have to take a look at the Federal law again, but as far as state law, it would come down to the language in the statue of that particular state, the definition of manufacture, and how they chose to interpret that language. Therefore, Rick chose not to bring it up as he had not seen anyone charged with "manufacture" at that point, and did not want to give the authorities any ideas.

That said...Like animal pointed out, "conversion" is not the same as "manufacture."
