No... file sharing software in and of itself is not illegal. It is only in violation of intellectual property laws when it shares content that is copyrighted and which is being shared without hte express written permission of the holder of the copyright.
If one song is downloaded, that is in violation... the Kazaa software should have to block that, or ANY OTHER copyrighted songs from being downloaded... hence, being left with the stuff that people don't care about.
