I think that probably what spurred that legislation, and I don't agree it was the proper answer to the problem, was that people thought it looked bad on the community having people out there with no bathrooms/etc just loitering basically and the politicians couldn't sell having the communities pay for something like that. Of course, these businesses shouldn't have to pay for this either. I'm not sure what that rationale was, unless they felt that the businesses were benefitting from having the workers there and thus should take some responsibility so we don't have workers urinating and defecating on the side of the street. ??? I'm not sure.

Businesses won't pay for it. Either customers (higher prices) or shareholders (lower EPS) will.

Well, yes, the costs get passed on. That wasn't really my point. I was just trying to understand the reasoning behind the ordinance. Maybe someone was placing the blame on the home centers for allowing the loitering because it was in some way to their benefit, and the community thought that if they are benefitting from their presence, then they should bear the responsibility for having bathrooms out there so they don't doo doo on the street. Heck, I'm guessing here. It seems either way, the cost gets passed on to the people in the community, either by higher prices or by tax money.
