Businesses won't pay for it. Either customers (higher prices) or shareholders (lower EPS) will.

I think that probably what spurred that legislation, and I don't agree it was the proper answer to the problem, was that people thought it looked bad on the community having people out there with no bathrooms/etc just loitering basically and the politicians couldn't sell having the communities pay for something like that. Of course, these businesses shouldn't have to pay for this either. I'm not sure what that rationale was, unless they felt that the businesses were benefitting from having the workers there and thus should take some responsibility so we don't have workers urinating and defecating on the side of the street. ??? I'm not sure.
