I don't think your butt is too high, it's about right at the start.
Some poeple are lower, some higher, it varies from person to person. But your not full extending your body and hips.
body should be liek a bow at the top and fully shrug the traps hard.
Your arms are bending a lot, with tension, unconscious arm pull. Keep em loose like ropes, that will cost you some power transfer and slow the arms down for the rack. Doing stiff armed clean pulls will help. Do one before each powerclean set - that's hwo I fixed my arm bend in powercleans.
Using a hookgrip will help this too, a secure grip means less arm flexing.
I also think your holding a bit too narrow for you. An inch or two wider on each side may help. Allow a better rack.
Shoes don't help stabilty, and I can see they absorb some power to the floor
Pulling slower off the floor can help you to be more explosive when it counts from knee level and up.
