well, you'd get fat. Without the presence of insulin, new muscle tissue will not form.
 
You can't do both at the same time. You need carbs to grow muscles, if you try it, then you'll get fat, and thats it.
 
You could bulk without carbs in your diet, but without going into ketosis. This would be a high protein, moderate or low fat approach to muscle gains which would be expensive and less efficient than eating good quality carbs, but still possible. I wouldn't recommend ketosis for bulking.

You might want to consider a high protein diet, or carb-cycling instead of keto.
 
Do some more research on keto and you'll understand why. Insulin is the primary hormone responsibe for muscle growth and repair.

You can bulk and keep carbs moderate without gaining fat. Just keep eating clean. Have 2 servings of brown rice instead of 1, or 2 sweet potatoes instead of 1. You can still bulk and eat clean.
