Is this a proper way to reconstitute HCG?

My HCG came in a little amp with a white puck at the bottom. It is 5,000 IUs, and I want to add 10ml of bacteriostatic water so that I end up with 500 IUs/mL. I have a 10mL vial of bac. water, but the problem is that the amp is way too small to hold all the water. So, I was wondering, would it be OK if I add 2 mLs of the water to the amp, and then when the HCG dissolves in it, take that mixture and inject it back into the original vial of bac. water?
 
Yep, that's fine.

I typically do this:


Open amp
Add 1ml bac water (you now have 5000mg per ml)
Draw 1ml of reconstituted HCG and inject into sterile vial
Add 9ml of bac water to sterile vial (you now have 500mg per ml)
