Is Proviron Soluble in Water?

This is a random question, but at what ratio is proviron soluble in water. I have a bunch of powder products, and i think it would be easier for me to liquidize it rather than capsulize it. So, at what concentration can I make the proviron liquid? Can I go higher than .5mg/ml? Thanks a lot, bros.
