IP and deliveries

IP re-sent me a package I never got. I got a certified letter (a notice of one any way) saying the sender was from Pakistan. Do his deliveries come from such a place and why would he send me something I gotta sign for? I'm not signing for it, period. He ever do this to anyone else?

The last package I received was express and it did have to be signed for! I made my father do it, and just acted like he had no idea what it was. But there were no problems after signing.

I always had to sign, but the packages did not come from Pakistan.

I have always had to sign for any liquids... (standard, even, not express) but never from pakistan. always from china.
