ip address blocking...

how can i safely block my ip address from others being able to see it when i email them. i heard pgp and safeweb are good, but haven't looked at them yet. are they 100% effective. if i contact a fed computer wiz with an IP block then would he still be able to figure out where it came from?

so is there nothing out there to completely hide your IP?? I once tried to play a prank on a friend with a fake email, but sent it from my computer, he knew that it was me. aren't there programs to hide out shit!?!
