Insulin (humulin) OR IGF-1 for collagen synthesis?

I have heard insulin/diabetic insulin increases collagen synthesis similar to HGH to damaged tendons and fibros due to its ability to increase IGF-1 but then i have heard conflicting arguements... one being it in fact does not increase growth factor 1. but increases insulin circulation solely allowing nutrient absorption thus not directly increasing IGF-1 and not increasing collagen sythesis what so ever... can someone clear this up for my inquisitive mind?
