how far do you need to pull back on the plunger when aspirating? i am using a 3cc syringe and I am shooting 3cc's of oil, I can pull it back a little bit

Just till you see air come in.

with 3cc's try and use a 5cc syringe

you only need to pull back slightly until you see a small air bubble come into the syringe.

so once all those little air bubbles start coming in that is good enough?

Yes. You have to pull back pretty firmly for the bubble to appear, but the plunger won't move far at all. The few times I have been in a vein, the plunger came back easily and the syringe started to fill up with blood. That means its time to pull out and try again in a different spot.
