I need imaging editing software. My requirements are this


It must be free (stolen via crack or a free download)

It must be able to change the size of a photo in a way that affects its pixel size (many don't do that) as well as its inch/cm size.

The download must be available at cnet.com

That's where I got a lot of my "free" programs.

I actually paid for my paint shop pro 7 - because I dont have a cable line and I didnt feel like dowloading such a huge file.
