How much HCG would bring the nuts back down most effectively?

I usually hit 5000iu over the course of a week...split up into 3 injections

Depending upon the response, I will do 1000iu EOD until they are back. I have used a second 5000iu amp the same way after a week or so if I am not happy with the recovery. The stuff works right away, day after first shot you will notice. Some people get gyno from doses over 1000iu at one time but it is real individual and if you use the Nolva at the same time you will be ok.

I do 1,000 units of HCG per day for ten days in a row.

Considering you are doing deca and a long-lasting test ester, I'd start the HCG injections around 12-14 days after your last shot of deca/test.

500IU EOD is a good start...
