I had live in a different place before and we use the same electricity as we do in this place. Actually much more than we do in this place but we seem to be paying more. weird!!

my point was that your maintenance crew/management/landlord has (have) not resolved the issue and now youre stuck paying $300/month elictric bills - not them. So it would probably be in your best interest to get it fixed, thereby reducing your monthly bill (likely) and also better distribution/flow of cooler air throughout your place..
